Truth is that Uchiha clan kills all members who cannot activate sharingan by age 15. It is done to make sure that only superior Uchiha remain. The path of Uchiha family is to seek power. Therefore there are no Uchiha without Sharingan in Sasukes memory.
Itachi learned about this before he joined Anbu. Itachi wanted to change this policy however the Uchiha family's ambition will never let it change. Itachi met Madara in Anbu and Madara told Itachi how to get Mangekyou Sharingan, under the conditions that Itachi will join Akatsuki and cooperate with Madara (kill the clan)
Madara, as a boy trained very hard with his brother in order to not get killed by age 15. But since it is their nature to seek power, they were able to attain the mangekyou sharingan, and it is the same nature that made MAdara seek Eternal Mangekyou Sharingan.
Madara saw a recording of Itachi and Sasuke fight, and says that Itachi could have definitely have taken Sasuke's eyes, however Itachi chose death. Itachi chose Sasuke to recieve eternal Mangekyou sharingan.
Madara offers Sasuke "power that he seeks" in exchange for cooperation with Akatsuki.
